First double check that the ship has set sail. Then stand diagonal from the sailor who won't let you back in. Move to the right and instantly push start and save your game. Reset your gameboy. Once back in the game hit start and go to pokemon. Choose the pokemon that knows surf and use surf. If done correctly you should surf down instead of to the left. Surf through the sailor and walk through the entry. There is the S.S. Anne =).
