Stream quality options for viewers?

Hello, I am sort of new to streaming.

I stream at

1920 x 1080
45 FPS
Quality 10
VBR
Bitrate @ 5000 kb/s
and I use the screen region to stream.

There is no option to let my viewers change their quality to 360p, 480p, etc...

I was wondering if anyone can help me with this. Thanks.

i7 2700K

8 GB 1866 Ram

2 x 560 Ti
