Okay im going to try and explain this quick and simple, its impossible to do both at the same time and it extremely limits what I can stream compare to what I want to stream.
Here are the specs of my computer

Video Card NVIDIA GeForce GTX 650 Ti
Monitors1: Samsung hook up with DVI with 60Hz
Monitor 2: Acer hook up with DVI with 60Hz
Hard drive 1: Local Disk (B 710 GB Free of 931 GB

4/12/15 Speedtests
This speedtest is while I am watching a stream and browsing the internet http://www.speedtest.net/my-result/4285032962
(My mom on the other hand was browsing and watching a tv show or movie on Amazon Prime) - Speed test was done roughly around 10:30pm EST
I will do random speedtests throughout the week as well!
This speedtest was taken at 11:58pm http://www.speedtest.net/my-result/4285165335. I had the same exact tabs open but 1 since I switch which stream I was watching!
http://www.speedtest.net/my-result/4285165335 . I also know my mom was using amazon prime as well
My internet provider provides us with a 15mb download and a 2mb upload under perfect conditions and is cable company that also provides Phone and Television
Reasons why we can't upgrade our internet is due to between my mom and I we go over the 250gb Bandwidth Limit easily (Game downloads aren't small anymore, and we both watch stream content all the time. Netflix, Amazon Prime, and me I'm always on Twitch)
My Obs settings are the following!
Encoding
Graphics are set as low as I can put them!
